PROBLEM TO BE SOLVED: To provide a plastic film packaging device and a plastic film packaging method in which a required amount of plastic film for performing a packaging of an item to be packaged can be supplied in accordance with an outer circurcferential shape of the item to be packaged. SOLUTION: There is provided a plastic film packaging device camprised of first driving means 3, 4 for use in rotating a first annular rotary member; a second annular rotary member 15 rotatably supported in coaxial with the first annular rotary member; and a load supplying device 16 for applying a load to the second annular rotary member. One of film extending rollers is engaged with the second annular rotary member and when it is rotationally moved together with the first annular rotary member in respect to the second annular rotary member, it is rotated in response to a value of load applied to the second annular rotary member by a load supplying device and a plastic film is drawn out of a film supplying roller 14 in accordance with a rotating amount of it.
