PROBLEM TO BE SOLVED: To transmit a special instruction from a transmitting circuit and to transfer the special instruction preferentially even when free space is used up in a normal instruction holding means of a receiving circuit during normal instruction transfer and normal instruction transmission is interrupted. SOLUTION: This transmitting circuit 31 consists of a normal instruction storage buffer 310, a special instruction storage buffer 312, an instruction transmission controlling part 314 which arbitrates a normal instruction and a special instruction, a normal instruction read controlling part 311 controlling an instruction, a special instruction read controlling part 313, a normal instruction busy length detection circuit 316, an instruction transmitting means 315 and a system controller 35 which issues a normal instruction and a special instruction. This receiving circuit 41 consists of a normal instruction hold buffer 417 from the circuit 31, a busy generating part 418 that outputs a normal instruction execution busy signal 91 to the circuit 31 when a buffer is full, a special instruction executing part 419 and an IO controller 45.
