PROBLEM TO BE SOLVED: To provide a municipal refuse incinerating device and its operation method to improve municipal refuse disposing efficiency. SOLUTION: A municipal refuse incinerating device is formed such that municipal refuse 15 is partially burnt in a gasifying furnace 1 as air is supplied. The municipal refuse incinerating device comprises an air supplying means to supply air in the gasifying furnace 1; a CO measuring gauge 13 to measure an amount of CO generated by partial combustion of the municipal refuse 15 in the gasifying furnace 1; and a control device 14 to control an amount of air supplied by the air supplying means so that an amount of CO generated by the CO measuring gauge 13 is maximized. In this case, when the municipal refuse 15 is partially burnt as air is supplied in the gasifying furnace 1 by the air supplying means, CO is generated in the gasifying furnace 1, a CO amount is measured by the CO measuring gauge, and an air amount is regulated by the control device 14 so that a CO amount is maximized. As a result, a heat generation amount of the municipal refuse 15 is approximately maximized, calory of gas generated through combustion of combustible gas in the gasifying furnace 1 is effectively utilized, and the disposing efficiency of the municipal refuse 15 is improved.
