PROBLEM TO BE SOLVED: To operate as contracted for power generation of IPP(independent power provider) by determining the difference between the contract power of the IPP and an actually generated power. SOLUTION: Electric energy up to now is calculated through electric energy calculation 101 up to now using output of generators being observed in a power system. The electric energy is calculated based on a parallel off pattern through electric energy calculation 102 at the time of parallel off. Electric energy to be generated is then calculated for current output through future electric energy calculation 103 from current time to the starting time of parallel off pattern. Subsequently, a difference between the results of energy calculations 101-103 and a contracted power is determined through calculation 104 and, based on that difference, parallel off time for generating the contracted power is determined through calculation 105 at the time of parallel off. Results of the calculations 103, 104 are displayed 106.
