PROBLEM TO BE SOLVED: To easily operate flow rate by mathematically processing measured value and calculating an average value in measuring flow rate accompanied by pressure fluctuation. SOLUTION: An ultrasonic flowrate detection means 15 detecting instantaneous flowrate, a pulse flow judgment means 16 for judging whether or not the flowrate value detected with the ultrasonic flowrate detection means 15 is pulsing, and at least one flowrate calculation means for calculating flowrate value by using different means depending on the judgment result of the pulse flow judgment means 16 are provided. By this, whether or not the measured flowrate is varying can be judged and the calculation of the flowrate can be easily done according to the fluctuation quantity.
