MOVING PICTURE CODER AND ITS METHOD

PROBLEM TO BE SOLVED: To provide a picture coder adopting an inter-frame coding system where dirt of a picture after an object moves can quickly be eliminated. SOLUTION: A selection circuit 18 selects an output of a frame memory 16 or a background memory 17 and gives it to a subtractor 10. A background block decision circuit 19 compares a difference between an input moving picture signal and an output of the frame memory 16 with a difference between the input moving picture signal and an output of the background memory 17 to allow the selection circuit 18 to select which of the differences and instructs the background memory to receive a local decoding picture signal 107 when the two differences are small over a plurality of frames.
