PROBLEM TO BE SOLVED: To improve the calculation efficiency of polynomial multiplication by managing information showing which operation program following an operation algorithm is advantageous for shortening the operation time of polynomial multiplication in a relation with the degree of a polynomial. SOLUTION: An acquirement means 23 acquires operation time by giving the instruction of the multiplication of a generated test polynomial to respective operation programs 20-i using a variable that variable information inputted by an input means 21 designates. When the acquirement means 23 switches an operation algorithm midway, a registration means 24 registers switch information shortening operation time in an operation algorithm setting data base 1. Thus, information showing which operation program following operation algorithm is advantageous for shortening the operation time of polynomial multiplication is registered in the operation algorithm setting data base 1 in the relation with the degree of the polynomial.
