PROBLEM TO BE SOLVED: To suppress a false target image to obtain a true target image so as to attain high accuracy tracking by providing a polar screen controller or the like for taking in a polar screen on an optical axis of a camera to rotate it and outputting its rotation angle. SOLUTION: A polar screen controller 8 takes in a polar screen 7 onto an optical axis of a camera 1 by a take-in and take-away control driving signal 14 and rotates it. Light from a target passes through the polar screen 7, and polarized light 4' is outputted to the camera 1. The camera 1 outputs polarized light image data 5' to a luminance characteristic output circuit 9. Polarized light inclination is obtained from a polar screen rotation angle 11 outputted from the polar screen controller 8. The luminance characteristic output circuit 9 outputs polarization characteristic data 12 to a polarization characteristic evaluating circuit 10. The polarization characteristic evaluating circuit 10 extracts picture elements changed large in luminance, holds them as unnecessary image area data and outputs image data 5" removing a picture element group corresponding to the unnecessary image area data, to a tracking circuit 2.
