PROBLEM TO BE SOLVED: To permit the proper gear change operation by detecting the actual traffic jam of ever level of traffic jam on the basis of a car speed or a gear change ratio determined for every level of traffic jam, and properly grasping the traffic jam encounter of every level of traffic jam. SOLUTION: The position information of a change lever 6, the gear stage information of a transmission 1, and the car speed information from a car speed sensor 7 are input to a traffic jam detecting means 4 of a controller 2 for the transmission. The traffic jam detecting means 4 judges the traffic jam of the present traffic jam level or the ultra-high traffic jam level on the basis of the gear stage and the car speed. The command for changing a transmission pattern from an ordinary transmission pattern to a traffic jam transmission pattern on the basis of the judgement of traffic jam is output from the traffic jam detecting means 4 to a transmission control means 8. The information on car speed from the car speed sensor 7, and the information on accelerator opening from an accelerator opening sensor 9 are input to the transmission control means 8, and the command for gear change operation can be output to the transmission 1 with a predetermined gear change pattern on the basis of the car speed and the accelerator opening.
