PROBLEM TO BE SOLVED: To perform transmitting operation to a transmitting terminal with simple operation by the user of a contract terminal by transmitting a caller number corresponding to a message transmitting terminal to the contract terminal when the absence of responding operation from this transmitting terminal is discriminated. SOLUTION: A storage side control part 45 of a voice storage device 4 reads a voice message out of a message memory 43 and transmits it out to a contract terminal 6. When a transmission request signal from the contract terminal 6 is detected, on the basis of the caller number of a message transmitting terminal 7 corresponding to this voice message under hearing, an exchange side control part 52 of an exchange 5 executes the transmitting operation. When the responding operation from the message transmitting terminal 7 is not detected by the transmitting operation, the exchange side control part 52 transmits the caller number corresponding to the message transmitting terminal 7 to the contract terminal 6. On the basis of this transmitted caller number, even without recognizing the telephone number of the transmitting terminal 7, the user of the contract terminal 6 can perform the transmitting operation to the terminal 7 any number of times.
