PROBLEM TO BE SOLVED: To control a band even when a signal is transmitted between a plurality of networks by way of a router device which is not provided with a band control function by storing band control data for controlling the band of a received signal, changing the precedence field of the received signal based on stored band control data and outputting it. SOLUTION: When a packet is received from a host in an input IF part 102 in the router device 101, a filtering processing or the like is executed in a routing processing part 104 and, then, band control data of a data base 103 is referred to by a precedence change processing part 105. Then change is executed to preferentially process the precedence field of an IP header. Then the precedence field is outputted to the router device with an output IF part 107 after band control in a band control processing part 106. A packet outputted from the router device 101 is returned to the host of LAN with the router device and Internet. The received packet is preferentially transmitted and processed.
