PROBLEM TO BE SOLVED: To reduce arithmetic operation costs by controlling the data transmission format of each node at the time of arithmetic processing of data. SOLUTION: An arithmetic controller controls a series of arithmetic processing defined by an image graph constituted by using a prescribed arithmetic unit as a node and expressing dependence between the arithmetic units as an oriented non-circular graph. This, arithmetic controller is provided with an arithmetic amount calculating means 41 which calculates the arithmetic amount of each node constituting the image graph and an arithmetic control means 42 which controls the data transmission format of data inputted and outputted by each node so that the arithmetic amount from the arithmetic amount calculating means 41 is equal to or less than a prescribed value.
