PROBLEM TO BE SOLVED: To precisely operate the recognition processing of a specific subject in an interlace moving image signal. SOLUTION: A switch 18 is switched according to the detected result of a movement detecting circuit 16, and a switch 19 is switched for each field by a control signal generating circuit 14. The switch 19 outputs a frame image constituted of odd fields and the part without any movement of the even fields of an inputted interlace moving image signal, and outputs a frame image vertically interpolated by a vertical interpolating circuit 15 and delayed by a field memory 17 for the part with movement of the even fields. As a result, frame images without any shake can be always inputted to a specific subject recognition processing circuit 22 even when the subject is moving, and the position and size of the specific subject can be precisely detected.
