PROBLEM TO BE SOLVED: To deliberately use the common device by providing an operator interface for an exclusive controller other than a host computer and providing a function of controlling a common device incorporation request from the host computer with its information. SOLUTION: The exclusive controller 10 includes a network interface 11, a device incorporation acknowledgement information managing means 12, an incorporation acknowledgement/negative acknowledgement transmitting means 13, a common device incorporation acknowledgement information registering means 14, and a device incorporation acknowledgement management table 15, and manages device information on host computer 20 and 30. Incorporation acknowledgement information confirming means 22 and 32 for the host computers 20 and 30 inquire incorporation acknowledgement information on the common device 40 of the exclusive controller 10 through a network. Then when the device incorporation acknowledgement information confirming means 22 and 32 allows the host computers 20 and 30 to incorporate the common device 40, the common device 40 is incorporated in the host computers.
