SOLUTION: When registration in an EMD system is applied from a user, credit processing is started in a step S421 and then an application start signal is received from an information processor to be registered, an EMD service center 1 checks whether the credit processing has been completed or not in a step S423, and when the processing has not been completed yet, transmits prescribed temporarily registered information to the information processor in a step S424. When the completion of the credit processing is confirmed in a step S425 and a state that the regular registration can be made is checked in a step 426, the center 1 transmits the prescribed regularly registered information to the information processor.
