PROBLEM TO BE SOLVED: To provide a semiconductor integrated circuit provided with an FPGA (field programmable gate array) having an initial value setting means which can change initial values through a mask change in a wiring process only without increasing the area. SOLUTION: A semiconductor integrated circuit incorporates a rewritable storage element 40 and a switching element 50 which controls wiring connection based on the circuit information stored in the element 40 and, at the same time, is provided with a pair of elements 53 and 54 also used for switching initialization between the elements 40 and 50. When one of the elements 53 and 54, for example, the element 53 is constituted as an initializing means for setting the initial state of the switching element 50, the other element, for example, the element 54 is constituted as an initial value/noninitial value switching and setting means.
