PROBLEM TO BE SOLVED: To provide an electrolytic capacitor which has excellent impedance characteristics and high-temperature life characteristics. SOLUTION: A drive electrolyte composed of a solvent whose main component is water and chelate added to it is used. Furthermore, an elastic body is formed through a manner where arkylphenol resin is added as a vulcanizing agent to butyl rubber polymer formed of copolymer of isobutylene and isoprene butyl and partially crosslinked butyl rubber polymer formed of copolymer of isobutylene, isoprene, and divinylbenzene, and the elastic body is used.
