PROBLEM TO BE SOLVED: To provide a fluorescent lamp and its manufacturing method capable of restraining consumption of mercury and of remarkably reducing the filed quantity of the mercury. SOLUTION: In this fluorescent lamp 1, electrodes 3 of tungsten coils are formed at both ends of a glass tube 2. On the inside surface of the glass tube 2, an alumina particle layer 4 and a phosphor film 5 are sequentially formed, and a continuous film formed of yttrium oxide (Y2O3) fine particles 6 is applied to the surface of the phosphor film 5. By forming the continuous film farmed of the metal oxide particles such as yttrium oxide (Y2O3) fine particles by covering the phosphor film formed on the inside surface of the glass tube, mercury in the glass tube is prevented from infiltrating into the phosphor film and changing into a mercury compound such as amalgam not contributing to light emission, so that the consumption of mercury can be restrained.
