PROBLEM TO BE SOLVED: To regenerate various kinds of rollers of an image forming device such as a fixing roller and a pressure roller by reutilizing the core bars of the various kinds of rollers even when the core bar of the roller is scratched, to obtain roller performance equal to that before it is regenerated and to improve a recycling rate. SOLUTION: A mold-released layer 4 and an elastic layer 3 are peeled from the fixing roller 1 so as to expose the core bar 2, and the surface of the core bar 2 is cut by a cutting blade 6 so as to eliminate a scratch 5 from the surface of the core bar 2, and further it is ground to adjust surface shape. By newly providing the elastic layer 3 and the mold-released layer 4 on the surface of the core bar 2, the fixing roller 1 is regenerated. The fixing roller 1 where the new elastic layer 3 is regenerated is formed to have thickness enough to obtain the outside diameter of the roller obtained before regeneration, and the hardness of the silicone material of the elastic layer 3 is made higher than that obtained before it is regenerated, so that the fixing roller where the elastic layer 3 is regenerated is formed to have the hardness being the hardness of the roller obtained before it is regenerated.
