PROBLEM TO BE SOLVED: To allow the stable supply of power in the engine starting state even when an on-vehicle personal computer is driven by an on-vehicle battery. SOLUTION: The on-vehicle personal computer is supplied with the power from the on-vehicle battery 2 through a main power supply circuit 1. By the main power supply circuit 1, the supply of power to the on-vehicle personal computer 3 is started after the output voltage of the on-vehicle battery 2 is stabilized, since a starting signal is generated specific time later by a starting circuit 9 with the ON operation of a key switch 13. The on-vehicle personal computer 3 is allowed to start by the stable voltage. After that, when the key switch 13 is made OFF, the on-vehicle personal computer 3 is transferred to the sleep mode, and since it turns back to the original state by performing the resume process when switch is made ON again, the starting process to read the OS for every ON operation of the key switch 13 becomes unnecessary, thereby the process is quickly started. By the main power supply circuit 1, the voltage of the on-vehicle battery 2 is checked and when it is decreased, the power supply is stopped after the on-vehicle perosnal computer 3 is processed for stopping.
