PROBLEM TO BE SOLVED: To efficiently disturb communication by collectively disturbing a frequency of a TDMA communication wave used for time division multiple access communication. SOLUTION: The device is provided with a receiver 1 that receives a communication wave in existence in space, a frequency analyzer 2 that analyzes a frequency of a received wave received by the receiver 1, a time analyzer 3 that detects an incident time of the received wave for each frequency. When the received wave recognized to be split into time slots is detected at a single frequency band, the received wave is decided to be a TDMA communication wave. When the time analyzer 3 makes the discrimination above, a transmitter 4 collectively transmits a disturbing wave with the same frequency band as that of the TDMA communication wave.
