PROBLEM TO BE SOLVED: To accurately estimate local rainfall amount including local havy rainfall by analyzing the peculiar characteristics of a raindrop according to the rainfall amount being measured for each short time, and by grasping the state of cloud based on the characteristics for calculating the succeeding rainfall. SOLUTION: In rainfall amount estimation, a rainfall amount is measured every short time, for example, 5-10 minutes, for example, by a reversed-measure- type rain gauge being installed at a point to be estimated, and measurement data D1 is transmitted to a computer being provided at the specific estimation processing point of a control center or the like. The computer, for example, utilizes the tank model method that is the outflow analysis method of hydrology for calculating the rainfall amount from the upper, middle, and lower layers or the like of cloud according to a graph with time and rainfall amount as an abscissa and an ordinate, respectively. The obtained characteristics are compared with relation data D2 between a past raindrop and the cloud, and the state of the cloud is grasped. The state of the cloud is compared with relation data D3 between the past cloud and the rainfall amount, thus drawing the hyetgraph of the rainfall amount, and hence estimating the succeeding rainfall amount.
