PROBLEM TO BE SOLVED: To continue measurement even when the ground is displaced large and to measure the displacement of two horizontal components in real time. SOLUTION: A horizontal displacement measuring instrument measures the underground displacement quantity of a boring hole 1 digged in the ground and equipped with multiple pipes 10 for measurement which are installed in the boring hole 1 at specific multiple depths at intervals, and provided with tilt sensors which are fixed in the pipes 10 for measurement and measures the tilt angles of the pipes 10, and an arithmetic unit 13 which receives the signals from the tilt sensors and calculates the horizontal displacement quantity of the boring hole 1 according to the tilt angles.
