PROBLEM TO BE SOLVED: To improve radio wave absorbing performance and flexibility, reduce the size, and impart incombustibility. SOLUTION: An incombustible radio wave/sound wave absorbing body uses a porous foamed member prepared by foaming and curing a mixture of phosphoric acids, foaming agents, urethane polymers having an NCO radical, and carbon black. Furthermore, carbon black which increases the radio wave absorbing performance is kneaded into the mixture, so that no carbon black is present in pores of the absorbing body, whereby the sound wave absorbing performance is enhanced.
