SOLUTION: A main control section 1 controls terminal control sections 2, 3,... in a generalized state while communicating with the sections 2, 3,.... The communication is performed in a contention method and the transmitted address, transmitting address, commands, and data are transmitted in one byte string. To a terminal control section where a plurality of button control sections, etc., of the same kind exist, the data are transmitted by adding a sub-address to the data. Such a terminal control section that has a broadcast communicating function and receives broadcast communicated data, extracts data relevant to the section itself based on the sub-address given to the data. In this case, in addition, the received terminal control section does not transmit any response signal, but, instead of the terminal control section, the main control section 1 repeatedly transmits the same data a plurality of times.
