PROBLEM TO BE SOLVED: To obtain a task start controller using a real time operating system which eliminates useless processing and can optimize task start. SOLUTION: The CPU of an ECU detects the occurrence of each event and executes a desired operation program. The operation program is provided with a 1st task group that is executed by the occurrence of a 1st event and a 2nd task group that is executed by the occurrence of a 2nd event, and further, the both task groups include at least one same task. Before a task that should start the 1st and 2nd task groups by the occurrences of events is brought into a standby state, a step 104 decides a task state, and when the same task is already in a standby state, it prohibits the shift to the standby state by detouring the processing of a step 105. When the same task is already connected in this way, the task is not connected to a list.
