PROBLEM TO BE SOLVED: To easily and exactly set the frequency dividing ratio of a PLL frequency dividing circuit. SOLUTION: On the basis of a frequency from a PLL frequency dividing circuit 8, a binarizing circuit 2 performs binarizing processing with respect to a digital video signal converted by an A/D converting circuit 1, after the binarized signal is apportioned by each pixel by a serial/parallel(S/P) converting circuit 3, a video display term for each apportioned pixel is detected by a video term detecting circuit 17A, the output of the video term detecting circuit 17A is compared with the frequency dividing ratio of the PLL frequency dividing circuit 8 by a PLL frequency dividing ratio determining circuit 6, and the frequency dividing ratio is determined corresponding to the output of the video term detecting circuit 17A.
