PROBLEM TO BE SOLVED: To immediately execute a maintenance job, an operation job and a build-up design job corresponding to an incident fault by reducing an amount of data with respect to a network management device that manages a network having a plurality of areas where path lines are interconnected by a connector. SOLUTION: A database 22 indicates a cross-reference between a name of path line 12 and identification information to identify the path line 12 and areas 10a-10c, a database 23 depicts the cross-reference between the identification information and information of a connector 11 terminating the path line 12, area monitor controllers 14a-14c monitor their own areas and a central monitor controller 21 monitors all the areas on the basis of both the database 22, 23. Furthermore, preferably the database 23 is configured to include hierarchical information of the path lines.
