PROBLEM TO BE SOLVED: To form a phosphor layer with less brightness drop and less chromaticity change and enhance display quality by printing or coating a phosphor layer material containing a phosphor and a binder on a substrate, baking in an inert atmosphere to from a phosphor layer by thermal decomposition. SOLUTION: A three-electrode AC type surface discharge PDP 20 comprises a front substrate and a back substrate. The front substrate comprises a plural- stripe-shaped electrode; a dielectric layer 24 formed so as to cover the display electrode; and a protecting layer 29 formed on the dielectric layer 24. The display electrode is made of a transparent electrode 25 such as ITO, a barrier rib 21 is formed by applying paste made of low melting point glass and a binder to a dielectric layer 28, baking, and cutting by a sandblast process. A phosphor layer 22 formed between the barrier ribs 21 is formed by placing a phosphor layer material containing a phosphor and a binder in a specified position, and baking the phosphor layer material under an inert atmosphere.
