PROBLEM TO BE SOLVED: To adjust a coded video information quantity to a degree at which decoding by a receiver can catch up with the reception of the video information. SOLUTION: The system is provided with a transmitter 201 that applies compression coding to a photographed video image, assembles the coded video image into packets and transmits them to an IP communication network 101 in real time and with a receiver 301 that receives the packets sent from the transmitter 201 via the IP communication network 101 and immediately decode them by a decoding method corresponding to the coding method. The transmitter 201 changes the information quantity on the basis of a reported packet from the receiver 301 and transmits the information with the revised quantity to the receiver 301.
