PROBLEM TO BE SOLVED: To provide a rotation control apparatus with which the position of a panel member is detected electrically, without using a mechanical constitution by which the panel member is surely stopped in its position to be stopped and which can be housed surely in a housing part to provide an electronic apparatus which contains the rotation control device. SOLUTION: When the rotation of a display panel D which rotates about a shaft J is controlled, a position detection signal Se which indicates the position of the display panel D around the shaft J is generated by an encoder 1. The rotation of the display panel D is stopped, and a timing at which the position detection signal Se corresponding to a value, to which an angle compensation value to be set to compensate for generated errors contained in the generation of the position detection signal Se is added, is used as a reference with respect to a housing reference value as a value of the position detection signal Se, indicating the stop position as a position at which the rotation of the display panel D is to be stopped.
