PROBLEM TO BE SOLVED: To eliminate abnormal discharge in a plasma cell provided by fritt-sealing a glass substrate on which electrodes formed of an electro-deposited film are formed. SOLUTION: After conductor wiring is covered with an electro-deposited film 15 containing conductive particles and binder glass, discharge electrodes 9 are formed by a heat treatment at a temperature above the softening point of the binder glass to fix the electro-deposited film 15 on the wiring. Another substrate 3 is overlapped on the one substrate 8 on which the wiring and the electro-deposited film 15 are formed through a fritt seal material 11, and the fritt seal material 11 is heat-treated at a temperature below the softening point of the binder glass to bond the pair of substrates 3, 8 together so that a plasma cell 2 is formed. The heat treatment of the fritt seal material 11 is performed at the temperature below the softening point of the binder glass containing lad glass as a main constituent. In other words, the binder glass has a softening point higher than the heat treatment temperature of the fritt seal material 11. Therefore, the binder glass is not softened in the fritt sealing. Accordingly, the lead oxide constituent contained in the binder glass containing the lead glass as the main constituent is never reduced. Therefore, the lead particles are not deposited on a surface of the discharge electrodes 9, so that arc-like abnormal discharge never occurs.
