PROBLEM TO BE SOLVED: To prevent a conversion error caused when data having provision for an IRD side are converted into characters in compliance with the data multiplex broadcast/character standard in advance and to efficiently operate the entire transmission system. SOLUTION: An input information management section 21 is provided with a character discrimination section 22, a length discrimination section 23, and a conversion error processing section 24. The character discrimination section 22 discriminates whether or not character data at an input terminal side can be converted into characters in compliance with the data multiplex broadcast/ character standard, and gives discrimination information to the conversion error processing section 24. Furthermore, length discrimination section 23 discriminates whether or not a length of a character string is a specified length or below, and gives discrimination information to the conversion error processing section 24. The conversion error processing section 24 generates display information depending on the discrimination information from the character discrimination section 22 and the discrimination information of the length discrimination section 23, gives this display information to the input terminal side so as to warn occurrence of a conversion error in real time.
