PROBLEM TO BE SOLVED: To automatically eliminate a picture which is not suitable as an output photograph that eyes are shut by detecting the positions of pupils from a face picture and deciding again whether the face picture is normally photographed or not, the position of the pupils are normally detected or not and the pupils are normally opened or not when the pupils are not normally opened. SOLUTION: The picture (face picture) 18 inputted from a camera is fetched through a video capture part and temporarily stored in a main memory in a CPU 11. Next, the outline position 19 of a face is detected from the inputted picture 18 in the main memory. When the position 19 of the face is within a prescribed range, the rough position area 20 of the pupils being the relative position between the position 19 of the face is calculated from the position 19. Then, round position areas 21 and 22 being identical to the shape of the pupils are extracted from the calculated area 20. When the number of areas 21 and 22 does not arrive at the prescribed number, it is decided that the pupils are not normally opened. Next, when the number of retrial times is within the prescribed number of times, the face picture is inputted again as a retrial after waiting in prescribed time.
