A method comprising precipitating an absorbent used in an apparatus for removing air pollutants, an absorbent used for removing SOX, NOX, and CO2 which are harmful gases contained in an exhaust gas, and a synthetic compound formed by neutralization of a harmful gas, and subjecting the resultant precipitate to decomposition with heat and/or electrolysis, to thereby regenerate an absorbent. The method allows conducting the reuse of a recycled absorbent in a continuous manner, using the recycled absorbent repeatedly up to the limit of use, and recycling a by-product formed by the decomposition with heat and CO2, which is a target of the action to arrest global warming, as a material for use in producing a useful by-product (industrial chemicals).
