PROBLEM TO BE SOLVED: To set a radio wave absorbing performance which matches a target frequency with high accuracy by coating the surface of an absorbing layer with a conductive material and correcting the radio wave absorbing performance, based on the coating of the conductive material. SOLUTION: A coating material 3 for regulation is provided on the outer surface of the absorption layer 2 in a radio wave absorber. When a single-layer matching radio wave absorber of this structure is produced, the absorption layer 2 is provided, at first, on the reflective surface of a reflection layer 1. In this regard, matching frequency of the absorption layer 2 is set higher than a target frequency. Outer surface of the absorption layer 2 is then coated with a liquid or paste-like conductive material having resistance characteristics regulated according to the absorption layer 2 and then it is hardened or solidified to form a regulation coating material 3 on the outer surface of the absorption layer 2. Radio wave absorbing performance is corrected by appropriately setting the thickness of the regulation coating material 3. According to the arrangement, a matching radio wave absorber having radio wave absorbing performance matching the target frequency accurately can be supplied stably.
