PROBLEM TO BE SOLVED: To suppress the formation of bromate ions from dissolved bromine by irradiating ozone treated water with UV at a time of the oxidation of a substance to be treated such as org. matter by ozone by the injection of ozone in water to be treated to decompose excessive ozone. SOLUTION: Communication openings 2a-7a are formed to the partition walls 2-7 in a treatment tank 1 and treatment sections 8-11 and a continuous tank flow channel consisting of ascending flow channels 12-14 between the adjacent treatment sections 8-11 are formed. The treatment sections 8-10 have ozone injection devices 16-18 communicating with an ozone generator 15 provided therein and low pressure UV lamps 19-21 are arranged to the ascending flow channels 12-14. Water 23 to be treated receives the injection of ozone in the treatment sections 8-10 by the ozone injection devices 16-18 to be oxidized by ozone and, at this time, water 23 to be treated is irradiated with UV in the ascending flow channels 12-14 by the UV lamps 19-21. In the treatment sections 8-10, the reaction of a substance to be treated with ozone is generated in such a state that the consumption of ozone by UV is not performed and ozone not participated in reaction is decomposed in the ascending flow channels 12-14.
