PROBLEM TO BE SOLVED: To supply water in an emergency by arranging water reservoirs in parallel at both sides of a tunnel to reserve floods in the tunnel without use of motive power. SOLUTION: Water reservoirs 1, 2 are disposed in parallel along the right and left sides of tunnel side walls or the right and left outsides in the vicinity of a tunnel entrance/exit. Subsequently, floods during boring of the tunnel or hot water in a volcanic area are led to a water supply pipe 4 through a water collecting pipe 3 to flow in the reservoirs 1, 2 from a water supply opening 5 and to be reserved. When the water level rises higher than a predetermined level, water is discharged from an outlet 7. When water or hot water is required, it is obtained from a cock in an intake 6. In this case, water or hot water is collected from the upper side face in the tunnel inside or the like located at a higher position than water reservoirs 1, 2 by a siphon action without use of motive power. In this way, water can be supplied without necessitating any motive power in a disaster such as an earthquake and it can be usually used for splinkling for antifreeze road or thawing snow.
