PROBLEM TO BE SOLVED: To enhance operability by preventing the occurrence of adverse effects due to power reduction control such as load shaking by means of the power reduction control, in response to the actual condition of a machine. SOLUTION: A first pump 1 for left travel motion and main winding, a second pump 2 for right travel motion and auxiliary winding and a third pump 3 for derricking a boom, are provided by variable displacement pumps so as to set the order of priority for power reduction control in these pumps 1, 2, 3. For example, when speed for a boom derricking action is not to be lowered, the first and second pumps 1 and 2 must take precedence of the power reduction control.
