PROBLEM TO BE SOLVED: To realize to cut a preform with a completely horizontal cut surface, by installing a cutter part in the same pitch as that of a recess for engaging the body of a preform, on a rotation plate for rotationally transferring the recess in a conveying passage and rotating about the same axis as that of a feed wheel, the cutter part having a pair of cutters facing each other and for nipping the preform when a rod is pushed upward. SOLUTION: A preform(pf) P is supplied through a chute 13, fed one by one to a conveying passage 17 with a claw of a feed wheel 23, transferred to a conveying passage 25 via a conveying mechanism 9 to be received by a claw 27c for further transfer. The pf P is latched on a guide rail 29 by the mouth part, raised gradually, inserted into the space between an upper feed wheel and a lower feed wheel by the rotation of the outer peripheral part of a feed wheel 31 while it is in the area between a horizontal surface 29b and a downward slope 29c, and received by a recess 31a of the feed wheel 31. In the conveying passage 30, a gate cutter part 33 just under the pf P pushes a rod upward against a force given by a coil spring to close the cutter and cuts the gate by clipping off from both sides. The gate can be cut completely with a horizontal cut surface and without leaving an uncut section.
