PROBLEM TO BE SOLVED: To uniformly press an overall surface of a polymer of an original sheet formed with a pattern and a stamp sheet having open cell foams for allowing transmission of an ink under predetermined pressure to a transparent treating base, and to faithfully form an accurate seal surface to the pattern of an original. SOLUTION: The apparatus for manufacturing a seal surface of a stamp irradiates a polymer with a light, converts a light energy into a heat to close open cell foams of a stamp sheet, thereby forming an ink non-transmitting portion. In this case, the apparatus comprises a curved surface-like transparent treating base 20 for placing the polymer, a pressing member 40 having a belt 41 for pressing the polymer to the base 20 by deforming the curved surface shape, and a xenon flash lamp 30 for irradiating the polymer with the radiant light through the base 30.
