PROBLEM TO BE SOLVED: To enhance the filtering and water purifying capacity of a filter material accompanied by aeration action by mixing air with contaminated water taken out of a breeding tank of fishes and shellfishes. SOLUTION: The water filtering and purifying device 10 is constituted so that contaminated water is taken out of a breeding tank T and mixed with air to be allowed to flow in the water purifying filter device 10 from the lower part thereof and the filter material 26 in a filter chamber 28 is floated and stirred. Aeration action is applied to contaminated water to accelerate purification and purified water can be supplied to the breeding tank T from the upper part of the filter tank 12.
