PROBLEM TO BE SOLVED: To obtain a modifying agent excellent in homogeneous dispersibility with asphalt by including a specified amount of asphalt and modifying components each. SOLUTION: A modifying agent for asphalt to manufacture modified asphalt by mixing it with asphalt contains 1-50 pts.wt. (hereinafter, referred to as pts.) of asphalt and 50-9 pts. of a modifying component, preferably composed of kneading them. By mixing this modifying agent for asphalt with asphalt, the modified asphalt can be manufactured for short time by homogeneously dispersing the modifying component in asphalt. In this case, 1-30 pts. of the modifying agent for asphalt is preferably mixed with 99-70 pts. of asphalt. In order to manufacture the modified asphalt, a preparation apparatus for the modifying agent and facilities for premix are set up together, and preferably the modifying agent for asphalt prepared by the preparation apparatus for the modifying agent is placed directly into the facilities for premix to mix it with asphalt. The modifying component includes, for example, a thermoplastic elastomer, mineral oil or the like.
