PROBLEM TO BE SOLVED: To improve the water retaining property, the water draining property and the durability of a washing utensil which can ensure a sufficient volume by sewing a strip under a state wherein the strip is folded into a corrugation to the longitudinal direction such as a frill on both surfaces or one surface of a base fabric in a manner to be approx. continuous along the total peripheral edge of the base fabric. SOLUTION: On both surfaces or one surface of a base fabric 1, a strip 2 which is folded into a corrugation to the longitudinal direction such as a frill is sewn preferably at the approx. center in the width direction in a manner to be approx. continuous along the total peripheral edge of the base fabric 1 comprising a woven fabric which is cut into a specified shape, and one edge 2A of the strip 2 is extended to the outside of the base fabric 1, and at the same time, the other edge 2B is extended to the internal region of the base fabric 1, and the strip 2 is sewn in a manner to be superposed at least with one section of the base fabric 1. Also, in order to ensure a volume, at an intermediate area on both surfaces or one surface of the base fabric 1, a second strip 3 which is folded into a corrugation to the longitudinal direction such as a frill, being separately prepared, is sewn by one row or more at the center of the width direction.
