SOLUTION: This paper roll holder has grooves 5 and 5 on the inner surfaces 3a and 3a of side plates 3 and 3, and sliders 7 and 7 are attached to a paper cutting plate 6. The sliders 7 and 7 are engaged with the grooves 5 and 5 slidably so that the sliders can move in the vertical direction. When paper is pulled from a paper roll R in the direction P1, the paper can be drawn out without obstruction. When the paper is pulled in the direction P2, the upward force is applied to the front edge of the paper cutting plate main body 6a in the direction of the arrow X, and the force in the direction of the arrow Y works on the slider 7, so that the sliding resistance between the slider 7 and the groove 5 is increased to prevent the paper cutting plate 6 from moving.
