PROBLEM TO BE SOLVED: To obtain a new compound having excellent adhesiveness with a base material, exhibiting water repellent and oil repellent properties, capable of forming an excellent film and being stably preserved in a solution state and useful as a film-forming material, as an organic silicon compound of a cage-type polygonal structure having a perfluoro group. SOLUTION: This compound is expressed by the formula: [Rf-X-(CH2)a- SiO1.5]m (Rf is a 1-20C perfluoroalkyl; X is a bifunctional bonding group; (a) is 1-10; (m) is 4-20), e.g. (CF3-CH2-CH2-SiO1.5)8. The compound of the formula is obtained by dissolving a trifunctional type silane monomer of the formula: Rf-X-(CH2)a-Si(Y)3 (Y is a 1-5C alkoxy or C1) in an organic solvent such as methanol, adding an aqueous solution of a basic compound such as KOH and reacting. Preferably, 1×10-3-1 mol of the basic compound and 1.5-6 mol of water are used to 1 mol of the silane monomer and the reaction is performed at a temp. of 50-120 deg.C for 1-72 h.
