PROBLEM TO BE SOLVED: To generate the position signal for safety control which is low in cost and high in reliability by making use of an existing detecting means. SOLUTION: The number of generation of the position signal A is counted at the period of generation of the position signal B in a position signal judging part 10, the normality is confirmed by the judging output ZAB, the normality of generation timing of the checking signal C generated from the position signal judging part 10 in the middle of the period of the position signal B is confirmed by the judging output ZAB by a operational normality confirming part 20, the normality of generation timing of the position signal D generated in the position signal judging part 10 is confirmed by the judging output Z by a position signal generation part 30. When all of these timings are normal, the position signal Xs from the position signal generating part 30 based on the position signal D is outputted as the final desired position signal Xs* whose operational normality is confirmed.
