PROBLEM TO BE SOLVED: To make easily recoverable a regenerated flocculant with excellent flocculating efficiency by adjusting the flocculates containing aluminum and obtained by treating water with an aluminum-type flocculant to be at a specified pH value or lower, bringing the flocculates into contact with an oily viscoelastic material, and then utilizing the mother liquor of the flocculants as a flocculant for water treatment. SOLUTION: After the pH of flocculants containing hydroxides of aluminum produced during water treatment process is controlled to be at 4 or lower by adding sulfuric acid or hydrochloric acid, the resultant flocculants are brought into contact with an oily viscoelastic substance kneaded at a normal temperature. Further, the organic substances existing in the flocculants are taken into the viscoelastic substance and simultaneously a solution containing non-oily aluminum-type soluble components and inorganic solid is taken out. The solution from which the solid matter is removed by precipitation separation is recovered to be used as a regenerated flocculant for water treatment process. In such a manner, since the lipophilic substances in the flocculants are removed by contact with the oily viscoelastic substance, the solid matter in the solution can be easily removed by a conventional separation method and at the same time, iron components and phosphorus components in the solution can also be removed.
