PROBLEM TO BE SOLVED: To obtain a cosmetic powder having excellent water and oil repellency, resistant to the coming off of make-up and giving comfortable feeling to the skin by surface-treating with a fluorine-based (meth)acrylate copolymer having a specific composition. SOLUTION: Powder is treated with a fluorine-based (meth)acrylate copolymer having a molecular weight of preferably 10,000-1,000,000 and containing (A) 100 pts.wt. of a fluorine-based (meth)acrylate of formula I [Rf is a 6-16C polyfluoroalkyl or perfluoroalkyl; A is a 1-4C alkylene, a group of formula II (R1 is a 1-4C alkyl; R2 is a 1-4C alkylene) or a group of formula III; X is H or methyl] [e.g. CF3(CF2)7(CH2)OCOCH=CH2] and (B) 1-50 pts.wt. of monomer having a group reactive with powder (e.g. talc, sericite or titanium oxide) such as metal alkoxide group, phosphoric acid group, sulfonic acid group, carboxylic acid group, hydroxyl group, amino group, epoxy group or isocyanate group.
