PROBLEM TO BE SOLVED: To provide the manufacturing method for a heat sensitive stencil printing base paper, which can print excellent printing images with small voids and setting-off by employing a coating liquid, in which an oil-in-water type porous resin film forming coating liquid, which is not influenced by an ambient temperature, has a small secular change and very stable can be prepared, and the heat sensitive stencil printing base paper obtained by the method. SOLUTION: This porous resin film forming coating liquid is prepared by producing an oil-in-water type emulsion through the emulsifying of an oil phase with a plenty of an emulsifying agent added with a water phase and then uniformly mixing with a resin solution for forming a porous resin film. This printing base paper is produced by applying the coating liquid on a thermoplastic resin film and drying.
